REMOTE SENSING / GIS SPECIALIST POSITION

EDUCATIONAL REQUIREMENTS:
- Bachelor's or Master's degree in Remote Sensing, GIS, Geography, Natural
Resources, Environmental Science or Engineering.
- Three years job related experience required with 2 years in Remote Sensing
data processing; and experience with soils, vegetation, or geomorphology
field classification.
BASIC QUALIFICATIONS:
- Experience with remote sensing / GIS software is required (Erdas Imagine,
Leica Photogrammetric Suite, ESRI Suite, ENVI, eCognition, Feature Analyst,
etc).
- Experience with digital photogrammetry and programming experience in
the remote sensing/GIS environment preferred.
RESPONSIBILITIES:
- Process and analyze satellite imagery, aerial photography, ground-based
plot photography and Lidar data.
- Analyze and integrate remotely sensed, GIS and GPS data, and assist
researchers with image processing tasks.
- Orthorectify and mosaic aerial photography and hyperspatial UAV imagery.
- Assist with field data collection.

Coordinator for the Colorado Data Sharing Network
Background
The Colorado Watershed Assembly (CWA) is seeking a Coordinator to manage
the Colorado Data Sharing Network and provide administrative assistance
to the Colorado Water Quality Monitoring Council (Council).
CWA is a 501(c)(3) nonprofit advocate for citizen conservation groups
promoting community-driven leadership through cooperation, communication,
and consultation. Their goal is to network information and resources from
government agencies to communities so that local efforts are focused on
local initiatives.
The Council is a statewide collaborative body, open to all, whose mission
is to help achieve effective collection, analysis and dissemination of
water quality data and monitoring information. The Council seeks to improve
the linkage between information needs of policy and decision makers with
efforts to collect and assess data and to promote effective monitoring
programs.
The Colorado Data Sharing Network (CDSN) was formed by the Council in
2004 in an effort to solve many of the historic barriers to effective
sharing of water quality data in Colorado. The CDSN has three primary
components: (1) a water quality data management system, modeled after
EPA STORET; (2) an interactive web-based map that provides a graphical
presentation of the information stored in the data management system;
and (3) a state-wide outreach campaign that provides user trainings and
user support.
Job Description
Under the general supervision of CWA, the Coordinator will be responsible
for all aspects of CDSN. The Coordinator will also provide administrative
assistance to the Council including fiscal accounting and will be required
to participate in and assist in preparation and documentation of Council
Leadership Team, Technical Advisory Team, and Outreach Team meetings.
This position calls for a self-motivated and versatile individual with
excellent organizational, public speaking, and database skills. This is
a part-time position (approximately 20 hours per week) and includes opportunities
to work from home and to have a flexible schedule. A working vehicle and
valid Colorado drivers license are required.
Responsibilities
The Coordinators primary responsibility is the implementation of
the CDSNs nonpoint source grant by meeting the goals and deliverables
outlined in the CDSN Work Plan. Items included in the work plan include,
but are not limited to:
Serve as primary liaison with CDSN users including agencies, watershed
groups, local governments, utilities, and special districts
Coordinate with Water Quality Control Division to identify and
gather nonpoint source grant program datasets and upload to system/STORET
Provide support for data generators to format and upload their
datasets sets to CDSN regional STORET Warehouse using CDSN data templates
Operate, maintain and update map, database structure, function,
products, services and support material, including identifying needs and
strategizing to enhance both products.
Update data system and mapping tool training materials, CDSN Outreach
and Sustainability Plans and CDSN outreach and marketing information as
needed
Organize and facilitate annual nonpoint source and other CDSN training
sessions
Oversee CDSN transition to WQX
Track and maintain donations, participants, and Council mailing
lists
Be a liaison with any CDSN subcontractor to negotiate and monitoring
such contracts
Track and administer the CDSN budget and submit monthly bills and
status reports to Council as per the current fiscal agent agreement (renewed
annually), in concert with the fiscal agent
Prepare semi-annual nonpoint source grant reports, and/or other
financial reports as needed
Assist with Council data calls, outreach efforts, SWAPs and sponsorship
drives as requested
The Coordinators ancillary responsibilities entail the administrative
support for the Council. This may include, but is not limited to:
Assist Executive Committee annual work plan, budget and fundraising
targets
Assist Executive Committee in coordinating Leadership Council meetings,
including setting the agenda, facilitating meetings, posting minute notes
and tracking participation
Build public support for the Council/CDSN
Maintain Council Website (cwqmc.coloradowatershed.org)
Desired Education and Skills
Education: Bachelors degree in Water Resources, Natural Resources,
Environmental Science, Watershed Science, Biology, Information Technology,
or a related and appropriate degree or equivalent experience
Skills
A. Must be proficient with MS Excel and MS Access
B. Knowledge of database management highly desirable
C. Experience with STORET, GIS, desktop publishing and web design
D. Must possess excellent organizational, public speaking and financial
management skills
E. Knowledge and understanding of aquatic ecosystems and water chemistry
preferable
Compensation: $18/hour starting salary and a laptop computer
