DEQ operates under Pay Plan 20, which allows salary to be set between entry and market, based on qualifications. The salary range for this position is $38,979 to $48,734 annually. Duties: This position is responsible for geospatial data and information management systems for the IEMB's Coal and Uranium Program. Main duties include development, modification, system implementation, operation and maintenance of the geospatial data and equipment, Quality Assurance and Quality Control (QA/QC) of data and data management protocols, training and assistance, and map design and preparation. This position is also responsible for electronic information management including mine-specific and discipline-specific coverage.

Competencies (Knowledge, Skills, Abilities): Expert knowledge of principles and practices of electronic data and information management systems and procedures, including Quality Assurance and Quality Control (QA/QC).Substantial knowledge of data management software applications. Expert knowledge of ESRI's ArcGIS software and ability to perform complex computations and conversions of GIS data.

Education and Experience: The above knowledge, skills, and abilities required to perform this position are acquired through a Bachelor's degree in computer science, computer technology, data/information management, geography or natural resource (hydrology, vegetation, ecology, etc.)and 3 years work experience developing project designs utilizing GIS, CAD, database, statistical, graphics, mapping, and other specialized software applications to manage environmental baseline and impact monitoring data; performing a variety of data management services like designing, administering and maintaining relational databases and implementing data management protocols; providing quality Assurance and Quality Control (QA/QC) of data and data management protocols, training and assistance, and map design and preparation. This position requires extensive coursework, training, and/or experience in GIS and database management; also training in ArcGIS and relational database design and management (such as SQL Server, Oracle or, at a minimum, Microsoft Access). AutoCAD and GPS equipment and software education or training is desirable.

Cooperative Agreement.

Duties: The National Park Service (NPS), Inventory and Monitoring (I&M)
Program is part of the Natural Resource Program Center (NRPC), a
Washington, D.C.-based office, located in Fort Collins, Colorado. The
I&M Program is responsible for collecting natural resource inventories
and for developing ecological monitoring expertise for about 272 units
of the National Park System. This position will serve as 1) the primary
application developer and 2) lead for the NPS climate data interface
project. The climate data interface obtains data and metadata from
multiple local, regional, and national databases and delivers integrated
data products to a range of clients. The climate data application will
be used by parks and I&M networks to manage, store, analyze, and
disseminate climate inventory and monitoring information in national
park units throughout the United States and its territories.

The incumbent's primary duties include:

1)Serve as the primary application developer and technical support
lead for the climate data system. Collaboratively develop and implement
a project plan for establishing dynamic links to a variety of national,
regional, and local weather and climate data sources. In conjunction
with users, review existing applications, identify core functions
required by users, and develop modules, tools, and a web-based
user-interface to meet these required functions.

2)In conjunction with the NR-GIS Program, assist with
developing a related map-based interface to access climate station
metadata, observational data records, and other data products.

3)Solicit user input, conduct usability surveys, and
establish a means of regular communication among the user community to
ensure the end product meets their needs and functional requirements.

4)Develop and maintain project documentation related to
the application; develop and maintain web pages documenting and
supporting all aspects of the climate data interface.

5)Participate as a member of a collaborative team that
includes NPS staff and staff from other agencies and organizations.
Interact and participate in collaborative design and development in a
professional and positive manner that strengthens team relationships.

6)Provide training and outreach to users and others who
are interested in the climate data application. Prepare and give
presentations on the application at meetings and workshops.

The incumbent's additional responsibilities may include:

Participate in conferences, training sessions, and workshops related to
I&M data management topics.

Perform other duties related to the I&M program and inventory or
monitoring projects as assigned.

Requirements: B.S. in Natural Resources, Biology, Information Systems, Computer
Science, Meteorology, or a related field (equivalent combinations of

A minimum of 3 years of demonstrated professional experience developing
web-based database applications and user interfaces using tools such as:
HTML, XML, C#, VB.NET, .NET, ASP.NET, or other similar applications.

A minimum of 3 years of demonstrated experience in developing,

A minimum of 2 years of demonstrated experience developing SQL database

Field Operations Intern and GIS Technician

The Continental Divide Trail Alliance is the primary non-governmental partner in the completion and protection of the Continental Divide National Scenic Trail. The Continental Divide Trail Alliance (CDTA) is a nonprofit organization formed in 1995 to work with the federal land management agencies in the completion, management and protection of the Continental Divide National Scenic Trail. When complete, the CDT will travel 3,100 miles from Canada to Mexico through Montana, Idaho, Wyoming, Colorado and New Mexico.

To date, the Alliance has been successful in coordinating nearly $4 million in volunteer labor, improving and completing hundreds of miles of the CDT, building positive relationships with communities, service, recreational and environmental groups, federal, and state and local governments, organizing border to border surveys, implementing an Adopt-A-Trail program, and raising more than $15 million for the Trail.

Position Summary:

The Continental Divide Trail Alliance (CDTA) seeks a well organized, enthusiastic, and team-oriented individual responsible for supporting the Field Operation Department through a number of functions including, but not limited to, performing GIS (Geographic Information Systems) map making and revisions to maps as related to the status, construction, and maintenance of the Continental Divide Trail (CDT); researching private land needs along the length of the CDT but specifically in New Mexico; and assisting with the CDTA Youth Corps Program. The position will work with a number of public and private partners including the US Forest Service, Bureau of Land Management, National Park Service, Rotary International, the Colorado Youth Corps Association, and private consultants.

This is an internship that will require 16-24 hours per week. Length of term and compensation to be negotiated.

Reports to: Field Operations Manager

Primary responsibilities include, but are not limited to:

" Prepare ARC GIS presentation and proposal quality maps in a timely manner as per request from Field Operations Coordinator and Executive Director
" Establish CDTA's GIS Program by working with Field Operations Coordinator, Executive Director, as well as, federal land management partners to develop programatic needs. Expectation is to assist in the development of a strategic approach to address programatic needs
o Perform spatial data queries and analysis
o Create, obtain, evaluate, and manipulate spatial data
o Assist in integrating a myriad of Trail database files
o GIS/GPS integration
o GIS technical support
" Assist in private land research and integrate data into GIS Program files
" Assist in the management of CDTA Youth Corps crews in cooperation with CDTA partners Rocky Mountain Youth Corps and Southwest Conservation Corps

" Schedule CDTA Youth Corps Presentations (set for Fall 2006)
" Post hiker related information and maps on CDTA website
" Perform other related duties as assigned

Requirements:

" Undergraduate degree from an accredited educational institution in a related field preferred
" Specialized certifications in ARC GIS required
" Proficient with Microsoft Word, Excel, Access, Outlook, and the internet.
" Proficient in using the ArcGIS Desktop suite of products and also proficient in cartographic skills and standards.
" Experience with GPS or GPS/GIS data collection
" Self-directed, organized, detail oriented and flexible. No other GIS professional peers exist at the office although there will be plenty of opportunity for peer involvement through our partners at the USFS, BLM, and private consultants.
" Good interpersonal skills, team-oriented, enjoy working with others.
" Knowledge of federal land management agencies will be considered favorably.
" Ability to maintain a flexible schedule and travel as needed (including weekends).
" Must have valid Colorado drivers license and own transportation.
" Applicant must possess a strong initiative.
" Trail building experience beneficial but not required.

Working Environment/Physical Activities:

While performing the duties of this job, the employee is frequently required to walk, sit, and talk or hear. The employee is frequently required to use hands to operate objects, tools or controls, and to reach with hands and arms. Will occasionally be required to climb or balance, stoop, kneel, crouch or crawl. The employee must occasionally lift and/or move up to 50 pounds, hike long distances while carrying a daypack or overnight backpack. Specific vision abilities required by this job include close vision and the ability to focus. The employee is occasionally required to drive a personal vehicle.
