GIS ANALYST CONTRACTOR
COLORADO GEOLOGICAL SURVEY
DENVER, CO

CGS has some money and need for a Geologic/GIS contract person to help us with some GIS-based projects largely pertaining to coal mine subsidence, but also the possibility of expanding that into mapping and map production for some of our hydrogeologic and geothermal projects. The work would primarily be doing GIS, so it would need to be someone with good ArcMap skills, but also involves geologic interpreting and some research (and possible field visits to get GPS locations), and possibly helping with a geohaz conference on subsidence next spring. I am looking to get someone in ASAP, as funding runs out in June. A scope of work is attached.

If you know anyone that might fit the bill and be interested in doing some paid contract work for CGS, please have them send me a resume and contact info. Resume should detail GIS work experience.

GIS Analyst Contractor: Statement of Work
The CGS has need of a contract Geographic Information System (GIS) Analyst for the following tasks. The primary project this contractor will work on is the Mine Subsidence Information Center contract with DRMS. DRMS has indicated that their proposal to the federal Office of Surface Mining (OSM) has been accepted and will be funded in FY09-10.

Secondarily, the contractor will work on additional CGS projects for which contracts or internal Severance Tax funds are in place or expected in the coming FY. The projects include: Sand Wash CBM Depletion Project, Lost Creek Aquifer Recharge Study, Raton Basin CBM Impact Study, BLM-Grand Junction Mineral Assessment Project, Landslide Inventory and Susceptibility Project. These groundwater, geologic hazard, energy, and mineral projects need GIS map production and metadata compilation assistance.

Several of the tasks will require that the contractor spend time in the CGS office in order to have access to the required reports, files, and data files needed to complete the task. The contractor should have familiarity with fundamental geologic and/or environmental science concepts and mapping skills.

Tasks:
1) Develop Mine Subsidence Events Geodatabase and Map
a. Research and compile subsidence event history from variety of sources (news articles, DRMS archives, OSM reports, maps and publications, etc.)
b. Compile accurate locations for events (may require field work using GPS systems)
c. Analysis with known mapped locations of mines to determine which events are related to underground coal mine operations
d. Create geodatabase with attributes and metadata
e. Develop protocol for updating and maintaining geodatabase
f. Develop final map format (for website and possible publication)

2) Updating and maintaining MSIC Report Geodatabase (ongoing from FY2009)
a. Assisting with digital scanning, QC, and data storage of mine/subsidence reports
b. Assisting with entering data into Access database
c. Running required GIS models to generate accurately located GIS point data for each report
d. Creating GIS hot-links to digital data
e. Updating GIS projects and Metadata

3) MSIC Public Workstation Development & Setup
a. Assist in determining purchasing requirements (hardware & software)
b. Set up basic GIS projects and files for public use (scale limits, user-friendly interfaces, etc)
c. Developing Public Use guide to offer step-by-step instructions for use with a non-GIS operator
d. Set up GIS functionalities and projects for MSIC tablet for CGS staff use
4) GIS Mapping, Map Production, and Metadata Compilation (assist with ongoing hydrogeology and geothermal projects)
a. Work with CGS staff to analyze data from various sources (digital, photographic, reports, etc.) and develop scientific project maps in GIS format
b. Perform GIS analysis on scientific data
c. Develop GIS and Adobe cartographic projects to visually illustrate complex geologic and scientific relationships
d. Compile metadata for GIS projects to maintain FGDC standards

Desired Qualifications
Geologic/GIS background: 2+ years experience using GIS, familiarity with fundamental geology and/or environmental science concepts
Highly experienced with ESRI GIS software products including ArcGIS 9.x
Knowledgeable in use of Google Earth, Microsoft Office, including Access and Excel, and Adobe software

Applicants should have experience doing the following tasks:
· creating, editing, managing complex data sets;
· mapping data from various data sources
· importing data from a variety of spatial and tabular formats, producing tabular output;
· using data from multiple spatial coordinate systems and projecting data as needed;
· performing analyses of geographic data, such as overlays, analytical cartography, statistical analysis, network analysis, etc.;

· preparing digital data publications;
· preparing high-quality maps and other visualizations for publication;
· producing customer interface products using ArcReader, ArcServer/ArcIMS software, etc.;
· GPS use and applications (limited field mapping may be required)

Applicants should be able to work with a variety of people on a variety of tasks, including, but not limited to creating maps, GIS project development and maintenance, scanning and hyperlinking documents, creating metadata, researching data sources, implementing user-end restraints (such as scale-restraints to prevent a user from zooming in beyond an allowable scale factor), etc. Applicants should be capable of working on his/her own with minimal supervision, and capable of working on multiple projects simultaneously. Helpful Suggestions from Ken Turnbull, founder of Rocky Mtn. Rogues network:
On Reading and Asking Questions:
I often exchange emails or talk to the younger set on advice for getting a job. I try to focus on having candidates TALK LESS of their own skills, talents, and wonderfulness... and LISTEN MORE to answers to their "intelligent and insightful" questions they ASK potential employers. This enables the job seeker to understand the problem(s) to be solved. The task is to package yourself on-the-fly, to be "part of the solution the employer is seeking". (They already have lots of "wonderful people"... and they still have problems.)
Impressing employers can be more easily done by "quality of questions", rather than by "I am wonderful because ..." statements.
(Trust me on this one!)
And don't forget to read, read, read -- every day.
("Avid reader" always looks good on a resume and the investment of time will be well worth it.)
On Business Cards:
I have used VistaPrint in the past; they are free (except for shipping) and they are good.
I recommend you print your "individual" business card, unaffiliated with any company, and carry them with you.
Whereas handing out a resume can be rude and creates the wrong impression, a simple business cards says "I know the process."
A b-card is NOT a piece of promotional sales literature; it is a convenient means to convey your contact information (KISS).
But, you can use it to expand or narrow the responses you receive.
If your title is really "President," no one will talk to you; make it "Principal" or "Partner" or "Owner;" this opens the door.
If you specialize in one function, state what it is: "Technical Writer or Web Developer," etc.; this qualifies people.
If you are a generalist, provide a definition: "Regional Marketing Manager or Branch Manager;" this means you are approachable.
Avoid "Consultant," as it is often synonymous with "unemployed."
If you want to generate conversation, use "Entrepreneur" or "ROGUE;" it invites the question.
But, if you don't have your response path practiced and polished ... don't do this!
