GIS ANALYST

Functional Description:
A proven professional, the GIS Analyst is competent to work on complex
projects and applies an in-depth knowledge of technical and spatial analysis
concepts, practices and procedures. The incumbent regularly works under
deadlines and is capable of handling extreme workloads. The GIS Analyst
acts independently, operating with only general direction; errors at this
level may cause significant disruption or major cost. Incumbents regularly
provide guidance to and assist in training less experienced GIS technicians,
and end users. Provides functional and technical expertise to formulate
geographic information system scope, objectives, and geodatabases; devises
or modifies procedures to solve problems using geographic information
systems. Prepares detailed specifications from which geographic information
systems are tested, debugged documented, and implemented. Assignments
are in technical and local government functional areas.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Performs definition of user functional requirements by translating development
and/or maintenance requirements into specifications; creates and implements
geographic database designs. Creates advanced geospatial products for
client and general public use.
Analyzes existing and new software for incorporation of desired geospatial
functionality. Performs detailed reviews and analysis of user department
needs, new equipment, new technology, and other factors and trends impacting
existing and proposed geographic information systems. Facilitates the
development and implementation of solutions that conform to client requirements.
Formulates recommendations on alternative approaches to realize desired
functionalities and/or enhancements and desired levels of performance.
Performs feasibility studies, life cycle analysis and/or cost/benefit
studies.
Consults with hardware, communications and database experts and/or vendors
to ensure viability of systems, software, and data.
Prepares GIS quality assurance test plans; conducts acceptance tests;
confirms and presents results. Reviews vendor and other datasets for quality,
accuracy, and conformity and incorporates approved datasets into the production
environment.
Ensures that systems documentation is updated according to client and
ACS standards. May assist in user training.
Maintains state-of-the-art knowledge and compiles information into recommendations/analyses.
Participates in presentations where application requires technical staff,
and may conduct research for, or write portions of, technical proposals.
May be responsible for instructing, directing and monitoring the work
of assigned technical personnel.
Education and Typical Years Experience:
A Bachelors degree in GIS or related technical field or equivalent work
experience.
Minimum 3-5 years of progressively responsible related technical experience
using GIS data, software and tools.
Special Requirements:
Ability to read, understand and work from plats, deeds, legal descriptions
and drawings. Knowledge and experience using PLSS (Public Land Survey
System). Skill in operation of computer hardware and Microsoft Office
applications. Proficiency and experience with ESRIs ArcGIS core
software products and extensions, including COGO, ArcSDE, ArcIMS, and
ArcGIS Server. Working knowledge and understanding of topology, surveying,
GeoDatabases, SQL Server, and cartographic principals and practices. Must
have excellent interpersonal and organizational skills, high energy level,
sound judgment, logic, and problem solving skills.

The Science Directorate at EROS currently has an opening for a Web Programmer/Software
Systems Engineer. This position is a new hire for an experienced, mid-level
scientific Web programmer to join the Topographic Sciences team in the
Science Directorate at the U.S. Geological Survey (USGS) Earth Resources
Observation and Science EROS Center. The Topographic Sciences project
is responsible for the creation and update of the National Elevation Dataset
(NED) and other global and national datasets, and the dissemination of
many of them on the Web using ESRI Internet server and Web mapping tools.
The successful candidate will work with other project staff to implement
Web-based science applications that utilize the project's databases. The
successful candidate will also maintain the Web servers and applications
operated by the project. A secondary part of this position's duties will
involve technical and analytical support for Topographic Sciences projects.
The successful applicant will participate as a team member of the Topographic
Sciences project. S/he will be expected take a prominent role in maintaining
and updating the project's ESRI-based Web server and Web mapping capabilities,
and recommend updates to hardware and software.
The successful applicant will be the central coordinator and expert for
the many Web-based Topographic Sciences capabilities that have been and
will be published by the project, including Web tools, Web mapping interfaces,
and real-time calculations. The successful applicant will be the central
coordinator and expert for national and global-scale topographic applications
that run in a UNIX environment, are computationally intensive, and are
highly automated.
Excellent communications skills and proven team development experience
are required for this position. The candidate must be able to integrate
with a team of highly skilled GIS and web developers and with science
and technical staff. Some experience with the analysis of elevation and
hydrologic data is highly desired.
JOB DESCRIPTION: The candidate should have a broad technical background
in developing scientific software applications using ESRI tools as well
as a background in general Web development and scientific programming,
including such things as statistics, numerical analysis, linear programming,
and optimization of calculations. The candidate will be required to support
a diverse array of technologies including, but not limited to, simple
HTML, CSS, ASP, PHP, and Java. Demonstrated use of these technologies
with ESRI tools such as ArcIMS, ArcGIS Server and ArcObjects is required.
REQUIRED EDUCATION: Bachelor's degree in Computer Science or related
technical discipline and 3+ years experience.
