SALARY: $3113 $4486: Although this is the full salary range, new
employees are typically appointed at or near the range minimum.
MAJOR RESPONSIBILITIES INCLUDE: As a GIS Data and Support Specialist,
this position exists to participate in planning and project development
by integrating, analyzing and disseminating information, as well as participating
in the design and modification of tabular and spatial data structures.
This position will need to use Oracle and Access as a super-user,
but is not a database administrator.
Provides technical support to CDOT users and the public thru e-mail
and the telephone
Maintain databases, data, and user interfaces for DTD by writing
scripts, combining data, analyzing information, and disseminating data
Participates in the production of maps, narrative documents, tables,
lists, data summaries, and GIS presentations
Creates and maintains programs to acquire, manipulate and facilitate
the exchange of data between differing (i.e. spatial and tabular, normalized
and de-normalized) enterprise databases
Updates databases, fixes program/query bugs, performs minor program
enhancements
Develops custom computer programs in Oracle and/or Access to cleanse
and integrate data and databases into a comprehensive data set
Creates reports to look for anomalies when performing data cleansing
Writes programs to implement the ETL (Extract, Transform, Load)
process per project requirements
Assists in the construction of new databases for tabular and geographic
datasets
Creates and maintains documentation for descriptions, specifications,
or designs related to the databases or programs
Implements data integrity rules when writing quality control check
programs
Tests applications under development
Exercises judgment to recommend best design for data structure
based on analysis of existing applications, usage and anticipated future
requirements

EDUCATION AND EXPERIENCE REQUIREMENTS: Qualified applicants will possess
at least a Bachelors or a Masters degree from an accredited
U.S. college or university in Information Systems, Computer Science, GIS,
Civil Engineering, Civil Engineering Technology, Urban Planning, Regional
Planning, Transportation Planning, Transportation Engineering, Geography,
Geology or a closely related field AND one year of professional work experience
using ESRI software (e.g. ArcGIS, ArcView, ArcSDE) to edit geographic
data.
SUBSTITUTION: In addition to the required one year of professional work
experience, a combination of progressively responsible work experience
similar to that listed in the Major Responsibilities that provided the
same kind, amount, and level of knowledge as that acquired in the required
education may be substituted for the degree on a year-for-year basis.

POSITION TITLE: GIS Analyst / Database Developer (Natural Resources)

DEPARTMENT/DIVISION: Open Space and Mountain Parks Department / Planning
& Technical Services Division
OVERALL JOB OBJECTIVE:
Under general supervision, provide a wide range of Geographic Information
System (GIS) technical support; develop and administer customized Open
Space and Mountain Parks (OSMP) natural resource data management systems;
implement GIS and develop applications including planning, mapping, asset
management, spatial analysis, and database design; to provide technical
data and GIS service support for the OSMP Department. Support current
and future organizational natural resource information needs and provide
coordinated information storage, retrieval, analysis, and archiving resource.
PRIMARY DUTIES AND RESPONSIBILITIES:
1. Designs, builds and maintains custom GIS applications and provides
research and analysis in support applications. This includes the following:
. Through cooperative communication with staff and assessment of departmental
goals and objectives, provides GIS and data management coordination and
services for departmental field data collection efforts (e.g., Integrated
Pest Management, wildlife, forest monitoring, rare plant monitoring, wetland
delineation, and vegetation mapping).
. Designs and implements complex GIS, remotely sensed information, and
natural resource, management and resource planning, land protection, land
management, and visitor use analyses.
. Develops custom GIS applications using programming language development
tools to support workgroup needs and/or departmental GIS deployment strategy.
2. Coordinate development and administration of customized OSMP natural
resource management systems. This includes:
. Development and maintenance of RDBMS primarily using Microsoft SQL Server,
Microsoft Access, and Oracle.
. Development of custom front-end database forms to simplify data entry
process for OSMP employees.
. Coordinate with the Information Technology (IT) Department (and/or contractors)
to ensure efficient and effective implementation and support of OSMP databases
and information resources.
. Work with IT to help administer other OSMP technologies including imaging,
web, and mobile computing.
. Work with IT to help administer database related user rights, security,
backup, maintenance, software updates, etc.
3. Develops data collection protocols and coordinates data collection
efforts for the Department. This includes the following:
. Manages geo-databases within departmental SDE-based enterprise, as well
as feature classes, shapefiles, map files, map graphics, associated tables/spreadsheets.
. Inputs/updates/creates departmental GIS data including metadata. Directly
edits GIS datasets, including attribution and linkage to external databases.
Ensures that departmental and City data standards are met for data sharing
through City enterprise GIS implementation.
. Collects natural resource, physical, visitor use, land ownership, land
use, and related data through direct field data collection (GPS).
. Participates in developing GIS data standards and operational procedures
for departmental GIS
applications.
. Collects, interprets, documents, and communicates parcel land ownership
boundary and encumbrance information (surveys, Metroscan, County Assessor's
data, and other sources) for legal enforcement, boundary disputes with
adjacent landowners, management planning, and land management actions.
4. Provides training and advice to users regarding GIS applications and
use of specialized software. This includes the following:
. Help manage departmental GPS fleet, including user training, hardware/software
updates, and data integration with GIS data structure.
. Serves as GIS liaison to assigned departmental division(s) to ensure
a consistent conduit for information sharing for all departmental users;
provides technical assistance and support to project team(s) and departmental
staff; attends meetings, participates in discussions, assists with developing
project goals and objectives, recommends solutions, and performs related
work items as necessary.
. Develops and provides customized GIS and spatial analysis training for
staff to ensure maximized utilization of spatial information and analysis
systems. Provides ongoing GIS technical support for departmental GIS deployment
applications.
5. Designs and produces maps in response to various needs and requests.
This includes the following:
. Designs, develops, and distributes custom maps for diverse workgroup
and project needs.
. Communicates with diverse staff on complex projects to develop cartographic
products that accurately depict spatial information while representing
the communication needs of the project.
. Creates publication map products for resale to the public (e.g., Trails
Map). Works with professional printing organizations to print and distribute
maps.
6. Maintains current knowledge of cartography, GIS, remote sensing, computer
information systems and strategies, project management, and natural resource
management to assure competence for providing effective and efficient
work group functions for the department and City. Researches, develops,
and advocates technical applications.
7. Responds to GIS and information requests from the public, researchers,
other government agencies, and conservation partners. Obtains signed City
data sharing agreements, modifies/creates GIS information for project
needs, distributes information, and tracks project information usage.

REQUIREMENTS:
Bachelor's Degree in Geography, Natural Resources, Computer Science, or
related field, or an equivalent combination of education and experience.
Demonstrated computer aptitude, including experience in computer applications
and project implementation involving database design and administration.
Proven proficiency using the ArcGIS suite of software (ArcMap, ArcCatalog,
ArcToolbox), and ability to connect or link databases in Access, Oracle,

photography, orthorectifying and mosaicking aerial photography and hyperspatial

of experience in remote sensing/GIS data processing is required particularly

The Virtual Earth 3D imaging group is creating the 3D visuals for Virtual
Earth 3D. The photogrammetry Microsoft is looking for a program manager

responsible for the entire live cycle of one or more of these tools. This
requires leading an international group of researchers, developers and
